11800 - TAR 20/17 Non-marginal cost-benefit analysis and its application to transport projects/schemes in New Zealand

Purpose:
This study seeks to:
(a) gain an understanding of what are the important characteristics of transport transformational projects/schemes,
(b) identify the important theoretical concepts, principles and methods for carrying out non-marginal cost-benefit analysis as it applies to transport, and
(c) determine when it is appropriate to apply the concepts, principles and methods for carrying out non-marginal cost-benefit analysis.

Research objectives:
The objectives of the research are:
(a) to define what are the important characteristics of non-marginal cost-benefit analysis as applied to large-scale transformational projects/schemes,
(b) identify the important concepts, principles and methods that can be applied,
(c) under what circumstances or conditons non-marginal cost-benefit analysis can be applied to transport proejcts/schemes, and
(d) application of the findings to a case study.
