Public parking and kerbside space are limited resources. More pressure and demand on public parking is expected as a result of compounding pressures, including Government’s abolition of onsite parking requirements under the National Policy Statement on Urban Development (NPS-UD) and population and related travel demand growth. At the same time, the transport system itself needs to change to align with strategic goals around safe, sustainable and connected access for everyone.
Aucklanders have told us that parking is important to them. The way that kerbside space (and off-street parking) is allocated and managed for Aucklanders, and for the benefit of the wider community (from local access to the national economy), is an important component of transport planning.
Public parking and kerbside space management is guided by Auckland Transports (AT’s) Room to Move (R2M) strategy. Within that strategy, Comprehensive Parking Management Plans (CPMPs) are AT’s tool for determining changes to parking and kerb zone management for a given area. CPMPs encourage consistent, good practice planning, so that the interaction between transport use and land use is well managed. They are used to align with strategic objectives, deliver improvements holistically, and respond to changing land uses and needs.
AT has a Parking and Kerbside Programme, tasked with overseeing the entire parking ecosystem for the region. CPMP development and delivery forms one of the core workstreams, and the programme has mapped out the CPMP needs for the next ten years. For 2025/2026 and beyond, AT is seeking to establish (this procurement) a panel comprised of at least four professional service suppliers to deliver the programme of CPMPs over the next five years. This is expected to be in the order of 40 CPMPs in total over the 5-year term of the panel.
