Advance Notice: Scoping Study for a Renewable Energy Upgrade Programme for the Pacific

This is an extension of the initial Advance Notice due to a revised release timeframe.

MFAT is looking to procure consultancy services to undertake a scoping study for targeted renewable energy investments across Pacific partner countries, including Realm countries.

The purpose of this work is to identify a portfolio of renewable energy and electricity network investments that maximises renewable energy supply while minimising the time to commissioning, within the available programme budget. The portfolio will focus on the remediation and upgrading of existing renewable energy and electricity network infrastructure, aligned with partner country priorities and needs.

For planning purposes, the current scope being considered includes Tokelau, Niue, the Cook Islands, Samoa, Tonga, Kiribati, and Tuvalu. The final scope, participating countries, and budget will be determined through the business case development process.

The expected delivery timeframe is approximately 4–6 months. The Request for Proposal (RFP) is currently planned to be released early August 2026.
