Alma Road to McPadden Road Infrastructure Upgrade

The Council seeks to appoint a suitably experienced and capable contractor to deliver the Alma Road Transport and Wastewater Infrastructure Acceleration Fund (IAF) project in Westport. These works are vital to unlocking housing opportunities on land that is less exposed to flooding, improving community safety and resilience, and ensuring the local area can accommodate future growth. The successful providers will carry out these projects to agreed standards and timelines, helping to strengthen essential services for current and future residents.
To enable budget flexibility and staged procurement, this tender seeks pricing for the following:
Separable Portion 1: Core Infrastructure Works - comprising low-pressure sewer rising mains, water supply infrastructure, comprehensive stormwater reticulation, road corridor improvements, shared pedestrian and cyclist path, street lighting, and temporary traffic diversion works as detailed in Section 3.2.
Separable Portion 2: Lagoon Creek Bridge Widening - comprising construction of a new two-lane bridge over Lagoon Creek (11.44m wide) including demolition of the existing single-lane timber bridge, raised deck levels for improved flood clearance, Thrie-beam safety barriers (TL4 specification), piled abutment construction, pavement reconstruction at bridge approaches, and rock rip-rap scour protection as detailed in Section 3.2.
Separable Portion 3: SH67A/Buller Road Safe Crossings - comprising installation of two mid-block pedestrian refuge islands (north and south locations) at the Cape Foulwind Road/Buller Road intersection, mountable kerb and channel on corner radius reduction, intersection upgrades at Alma Road/SH67 (Buller Road), and associated line marking and signage to MOTSAM standards as detailed in Section 3.2.
The Schedule of Prices (Appendix B) will be released as an NTT and is where the Principal will draw their conclusions as to associated costs of the core works and separable portions, reserving the right to award all, some, or none of the Separable Portions depending on budget availability and funding conditions.
