Dunedin City Council

Biosolid Reuse

The DCC is seeking proposals from organisations to partner with the DCC to provide long-term scalable solutions for beneficial reuse of Dunedin’s biosolid sludge and screenings from the DCC’s Wastewater Treatment Plants (WWTPs).
Dunedin currently produces around 10,000 wet Tonnes of this biosolid sludge (biosolid) per year. We seek a sustainable reuse opportunity as disposal by current means is no longer favoured.

The intent is to procure a long-term, sustainable solution for biosolid reuse. In doing so it is important that:
• The DCC secures a sustainable solution for biosolid sludge management.
• Cultural and Mana Whenua implications are pro-actively managed to ensure the DCC fulfils its partnership obligations of Te Tiriti o Waitangi. We develop a biosolids management solution that is culturally appropriate and mutually beneficial.
• Greenhouse gas emissions, carbon footprint and environmental impact will be minimised.
• Health and Safety considerations are fully explored and risks mitigated.
• We ensure the best whole of life value for money outcome.
• Respondents can deliver the proposed services on time, in full and meet the agreed requirements.
• There is consideration of scalability from Dunedin to regional level.
