This is procurement is an opportunity for appropriately qualified professionals to support Southland District Council (SDC) staff to meet the standards required in all procurement practices. In procurements that are large-scale, complex, risky or have attracted public attention, it is advisable for public sector entities to engage independent external probity advisors and/or auditors. This gives assurance of the independence of the advice received by procurement teams, through providing access to external experience in procurement ethics and legislative requirements, as well as case law and experience of other public sector organisations in relation to probity issues
We need probity assurance advisors and probity auditors that seek to determine whether approaches to procurement have been designed appropriately to address the risks in procurement and are being applied in practice. We need probity assurance advisors and probity auditors that understand that the scale and scope of procurement/ probity assurance tasks depends on many factors, including the risk, scale, scope and complexity of the procurement, the level of public interest and the involvement and expertise of appropriately experienced and qualified client-side personnel in the critical aspects of the planning and the decision.
