Rangiora Eastern Link – Market Sounding

The Rangiora Eastern Link (REL) is a proposed 3 km new road designed to relieve traffic congestion on Southbrook Road, enhance transport efficiency, and unlock new residential areas in East Rangiora and commercial development in Southbrook. The expected cost estimate for the project is $65.9 million including physical and enabling works, fees and land acquisition.

Council has approved the Business Case and submitted this to NZTA for consideration for co-funding, with a decision expected no earlier than May 2026.

In anticipation of securing co-funding, Council is making initial preparations to commence delivery of the project and this request for Information will inform the approach the Council takes in procuring the necessary services.

We seek feedback, advice and comment from the construction industry on how the Council may consider procuring design and construction of the project and how market participants may respond to any invitations to participate in a procurement process.

Please note that responding to this Request for Information is not compulsory in order to be considered for work to be tendered and nothing in this request for information creates a contract between the Council and any respondent.
