Duvauchelle Water Supply Treatment Plant

The purpose of this RFT is to invite Tenderers to submit their Tenders for the upgrade of the Kaitouna Duvauchelle Water Supply Treatment Plant. The existing Duvauchelle Water Treatment Plant (WTP) utilises conventional media and cartridge filtration technology and does not consistently comply with the Drinking Water Standards for New Zealand. During high turbidity events, water must be brought by tanker from elsewhere to meet demand, at a significant cost. The purpose of the project is to upgrade the existing water supply treatment plant, to ensure that Council provides a facility that:

• Produces drinking water in accordance with the following New Zealand Drinking Water Regulatory Framework.
• Utilises membrane filtration to provide a minimum 4 log protozoa credit.
• Has low total lifecycle costs, including by minimising energy use and chemical use.
• Provides fully automated plant operation, with a high level of reliability, to minimise operational interventions and maintenance requirements and associated costs.
• Has conforming electrical, instrument and controls system design and operation including SCADA interface and telemetry system.

The new treatment plant will be constructed on the site of the existing treatment plant. The site is an operational water treatment plant, which must be maintained in continuous service during the Contract.
