E. Coli load analysis framework

This request relates to the development of an E. Coli load analysis and a framework to manage subsequent monitoring data.

The proposed E. Coli load analysis and management framework will support our response to changes in planning requirements and regional policy, including Natural Resources Plan updates and ongoing Whaitua work.
