New Zealand Police is reviewing its enterprise PDF capability, licensing and operating model ahead of the renewal of its current Adobe Enterprise Term Licence Agreement in July 2027.
Police is seeking information about the products, services and commercial models available in the market to support different levels of PDF capability across a large and diverse workforce.
Police wishes to understand how the market can support:
• standard PDF viewing, printing and annotation;
• PDF creation, conversion, editing and optical character recognition;
• secure electronic redaction and information disclosure;
• legal, court and specialist document workflows;
• integration with the Microsoft 365 and managed-device environment;
• usage analytics and licence optimisation;
• tiered or targeted licensing arrangements; and
• implementation, transition, support and change management.
Police is not assuming that a single product or licence type must support every user. The RFI will help Police understand whether a tiered PDF service could provide appropriate functionality to different user groups while improving commercial flexibility and value for money.
