Hauora Māori Services, Health New Zealand | Te Whatu Ora, invites proposals from an experienced kaupapa Māori evaluation partner to design and deliver an independent evaluation of community-based Fetal Alcohol Spectrum Disorder (FASD) assessment, diagnosis, and support services from November 2026 to June 2029.
The evaluation forms part of the implementation of the FASD Action Plan 2025-2028 and will assess a new programme designed to improve access to timely FASD assessment, diagnosis, and early intervention support for children, young people, and whānau affected by FASD.
The programme is delivered by three Hauora Māori organisations and their partners using community-based, whānau-centred service models, grounded in kaupapa Māori approaches. The evaluation will assess programme implementation, effectiveness, outcomes, kaupapa Māori approaches, and system impacts, while supporting continuous learning and improvement.
We are seeking respondents with demonstrated expertise in kaupapa Māori evaluation methodologies and experience working alongside Māori organisations, whānau, hapū, and iwi. The successful respondent will provide robust evidence to inform future investment, policy, commissioning, and service design decisions, and contribute to monitoring and evaluation of the FASD Action Plan 2025-2028.
