Hawkes Bay Regional Council Regional Assets Electrical Maintenance Contract 2026-2028

Hawke’s Bay Regional Council (HBRC) is looking for Registrations of Interest (ROI) from qualified electrical service providers to deliver electrical maintenance, inspections, 24/7 callout response, and engineering support across HBRC’s drainage and flood protection assets.

The Process
This ROI is the first step in a two-phase procurement (ROI → Closed RFP/RFT). The first step is designed to be an easy pre-tendering process, helping potential tenderers understand what we are looking for and providing sufficient information for shortlisting into a closed tender process. The first step is designed to save potential tenderers from investing a significant amount of time and effort in preparing a full tender. This allows those invited to progress to the second stage to know that they are under serious consideration and thus can justify investing the time and effort required to complete the tendering process.

What we need

Our ideal Respondent will be able to provide HBRC’s Asset Management Group with a one-stop shop. However, we will also consider those wishing to submit a joint tender in collaboration with other contractors that cover all the services we require, or companies that can demonstrate significant value-add in specific areas of our list.

• 3× planned inspections and inspection reports per year per site for between 16 and 25 sites in the greater Napier and Hastings area, and up to three sites in Wairoa.
• Electrical maintenance and repairs on such things as control cabinets, switchboards, controls, pump motors, level sensing instrumentation, and various other electrical fittings at pump stations and hydrological sites.
• Annual condition reporting for the above at a component level to inform renewal and replacement planning.
• Routine maintenance and repairs of the radio system and telemetry associated with the SCADA system.
• SCADA system maintenance and management (note that HBRC Information Technology will look after such things as server hosting and administration).
• 24/7 emergency callout availability across the greater Napier and Hastings area, and Wairoa.
• Electrical and SCADA system documentation management and updates (wiring diagrams, line drawings, manuals, electrical SOPS, etc.)
• Electrical engineering consulting, estimating, advice, and technical support.
• Coordination with HBRC’s electrical stakeholders, such as lines companies, SCADA subcontractors, and scheme members.
