He Poutama Rangatahi – Youth Employment Pathways Programmes

The Ministry of Social Development (MSD) is committed to supporting young people to thrive, participate in employment and education and achieve positive life outcomes, with awareness of the support and influence of their whānau and wider communities. A key part of this is providing targeted and culturally responsive wraparound support for rangatahi who are currently facing complex barriers to employment, education and training.
MSD will soon release a Request for Proposal (RFP) to commission He Poutama Rangatahi (HPR) services across Aotearoa. HPR supports young people aged 15-24 years who are NEET (not in employment, education or training) with complex barriers to build pathways into sustainable employment, education or training. HPR services are designed to be flexible and responsive to the unique needs of each rangatahi.
This advance notice is to inform interested providers of the upcoming opportunity and to provide you with preliminary information in advance of the full details that will be published with the RFP.
The opportunity will be advertised on the Government Electronic Tender Service (GETS) and MSD Purchasing and Finance System (called Weka). Please subscribe to this Advance Notice so that you will be notified when the RFP is published on both platforms.

Prospective Providers will need to access the RFP documentation and submit their Responses through Weka and not via GETS.

If you haven’t registered your organisation as a Supplier/Partner on Weka, please do so at your earliest convenience.
