ACC funds home and community support services to deliver personal, child and home care to clients following an accident. These services are intended to support clients to return to independence or live as independently as they can. Support can vary from a few hours per week of home help to 24/7 care and support for our most vulnerable clients.
Each year we support over 25,000 clients to receive these services.
We currently procure this service from five lead suppliers nationally.
We are proposing to split this service into two:
HCS: Return to Independence (HCS-RTI)
This will cater to our clients who need some short-term support to return to their pre-injury level of independence. It will be casemix funded. Casemix funding is a type of package funding based on which clinical group a client is placed in following an assessment of their needs. The supplier can provide services flexibly for the client to achieve the desired outcome.
HCS: Maximise Independence service (HCS-MI)
This will cater to clients who have life-long and/or complex needs and will support them to maximise their level of independence. It will be funded as fee for service. Fee for Service is an hourly rate paid for each hour of service delivered. The amount of hours is determined by ACC (often via an independent needs assessment).
We believe this change will allow us to better tailor the services to meet the distinct needs of different client groups and improve choice and experience for our kiritaki by partnering with a wider range of providers.
We are intending to go to market for both services in late August 2023, with the intention to have them up and running from 1 March 2024.
