KiwiRail Corridor Swing Gate Flood Barrier

Te Kaunihera o Te Tairāwhiti | Gisborne District Council offers the opportunity to deliver a critical final component of the Waipaoa Flood Control Scheme – constructing a reinforced concrete structure to house a prefabricated swing gate flood barrier, integrating it seamlessly with existing stopbank works, and reinstating rail infrastructure to KiwiRail standards. This project will enhance flood protection by aligning the structure with recently raised stopbanks, strengthening resilience, mitigating climate-related risks, and improving regional infrastructure for future generations.

This project contributes to the long-term protection of whenua, taiao, infrastructure, and communities in Tairāwhiti. We require a supplier capable of delivering high-quality civil construction and structural construction within an active rail corridor, while respecting the tino rangatiratanga of mana whenua.

The scope of work includes but is not limited to, temporary removal and reinstallation of existing KiwiRail track; reinforced concrete structure to house a prefabricated swing gate flood barrier; reinforced concrete track slab; stopbank tie-in earthworks; and fencing and reinstatement.
Precision, proactive risk management, and environmental safeguards play an important role in minimising delays, reducing impacts, and maintaining safety. Suppliers must demonstrate expertise in civil and structural works, robust risk mitigation strategies, and a commitment to sustainable, low-impact construction.
