The Ministry of Business, Innovation and Employment (MBIE), on behalf of the New Zealand Government
(the Crown), is seeking to identify parties interested in supplying Facility Services (the Project). The scale
of the LNG Import Facility (e.g., conventional or otherwise) will ultimately be determined by the Crown
through subsequent policy and procurement decisions. A pipeline connection will be required into New
Zealand’s gas transmission system.
This Procurement Process is intended to identify Respondents who can bring relevant international LNG
expertise and apply it within New Zealand’s regulatory and market context. Respondents should
demonstrate proven experience in LNG import terminal delivery and operations. Noting that not all
objectives will be fully achieved during this Procurement Process, and may be advanced through
subsequent phases of this or other procurement processes, this Procurement Process aims to:
• Test market interest and capability for the establishment of a solution-neutral LNG Import Facility
• Enable the Crown to understand commercial and delivery models.
• Surface regulatory/consenting pathways appropriate to New Zealand’s context.
• Additionally, seek ADS Submissions that can demonstrate how Facility Services could be delivered
by 1 June 2027.
For clarity, LNG commodity procurement is not part of this Procurement Process. This Procurement
Process is focused on securing Facility Services.
