Land Transport Recovery Phase 4 ROI

Central Hawke’s Bay District Council (CHBDC) is seeking qualified contractors to undertake Phase 4 of the Land Transport Recovery programme, following the significant impacts of Cyclone Gabrielle in 2023. This contract opportunity involves carrying out essential civil works to restore local infrastructure. CHBDC is committed to strategic objectives, including enhancing local supplier capability, ensuring value for money, and appropriately scaling delivery to match the scope and complexity of the works.

Phase 4 works are the remainder of the Land Transport Recovery Programme physical works. Phase 4 includes sixty-two landslide and bridge sites. The construction works within Phase 4 are estimated to be approximately $12.706 million. To align with resource and budget constraints, the current programme schedule sees this work delivered across two FYs (2025-27). The work is divided into 2 procurement approaches. This ROI is for approach 2.

Approach 2: is designed to provide significant weighting towards local suppliers who have a legitimate operational base within the Central Hawke’s Bay District. This will be achieved through a 2-stage procurement process, which will favour local suppliers who are based in the Central Hawke’s Bay District.

This Registration of Interest (ROI) is the first step in a multi-step procurement process. It is CHBDC’s intention, after evaluation, to shortlist a minimum of 3 Respondents who will be invited to participate in a closed contest tender process. Requests for tenders for each package of work will be released sequentially as designs are completed. Contractors who are successful with any package of work, may not be asked to provide pricing for any subsequent package.


Contractors are required to deliver essential civil work, with a clear focus on achieving strategic objectives. These include strengthening the capability of local suppliers, ensuring cost-effectiveness, and appropriately scaling the delivery to align with the scope and complexity of each project.

This ROI covers the remaining physical works of the Land Transport Recovery 4 – approach 2 sites, these sites are generally straight forward in scope and scale.

Slip repairs ,Retreats ,Drainage ,Pavements ,Retaining Walls ,Remedial works as required.

To ensure effective use of resources and budget, the work is scheduled to be delivered over two financial years (2025–2027)
