MOE27596 - Creation of a Facilitator pool to deliver Professional Learning and Development (PLD) For English Medium Mathematics Years 0-8

Earlier this year, the Government has launched Make it Count, a four-point action plan to help lift maths achievement in New Zealand schools. The action plan includes:
1. Curriculum Delivery
2. Assessment and Acceleration
3. Enhancing Workforce
4. Clarifying Expectations

In order to support this directive, the Ministry must ensure every teacher has expertise in maths approaches, as the initial step to strengthen the current state of the Professional Learning Development (PLD) system and align this with new and future priorities.

Over time, the new opportunities will include:
• Structured approaches in te reo matatini and pāngarau;
• Assessment and Aromatawai;
• NCEA implementation and NCEA co-requisite standards;
• Support for updated curriculum roll out as this occurs.

This procurement covers activity under points 1 and 3 of the action plan - specifically the following elements:
• Professional learning and development (PLD) for teachers and kaiako will be delivered in maths and pāngarau starting with maths curriculum days in 2025.
• $20 million will be invested in providing current teachers with professional learning and development (PLD) in the maths approach to support the rollout of the new curriculum.

This procurement plan covers the creation and operation of a pool of at least 40 and no more than 60 facilitators who will, having attended a training session scheduled for December 2024, then facilitate Maths PLD sessions for the English Medium in specified regions as determined and negotiated with the Ministry until 30 June 2026 (just over 18 months) All facilitators will need to be affiliated with a provider, who will contract with the Ministry for their services.

Each provider can nominate up to (but no more than) 10 facilitators. These facilitators will then be engaged by the Ministry (i.e. schools will not select providers) to provide PLD, and any travel and accommodation arrangements that need to be made will be organised and paid for by the Ministry in accordance with its travel policy. Where there are any engagements that require travel more than 50km (round trip), the Ministry will re-imburse the suppler on receipt of a tax invoice.
