Materials Recovery Facility (MRF) Solution

Through a Notice of Intent (NoI) the Queenstown Lakes District Council (QLDC) is advising interested parties of the intention to go to market to attract supplier(s) for the supply of a new Materials Recovery Facility (MRF) for the processing of mixed recyclables collected from residents and businesses throughout the district. Council will undertake a wide procurement process that will allow the market to guide the solution through a compliant, open, competitive tender sourcing procurement process, whilst ensuring Council’s core MRF requirements can be met.
In approaching the market Council will define what is regarded as a minimum viable requirement (or the ‘Must Haves’) and then expand out from there as to options and features that may or may not warrant investment e.g. broader geographic reach, organics and/or construction waste recovery, learning and education facility.
This will be a two-stage procurement approach commencing with an Expression of Interest (EOI) to the open market and followed by a Request for Proposal (RFP) to an invited short list of potential Suppliers.
