The zero-trust network refresh project is Wellington City Council’s next investment in its ICT network and security. Council plans to implement an IT network (for users and applications) which is secured and managed using zero-trust principles and an Operational Technology (OT) network for devices that require alternative security arrangements. These networks will share common physical infrastructure and site connectivity, minimising ownership costs. The common physical infrastructure will be Fortinet-based and the project will replace the subset of WCC’s network which is currently Meraki-based.
To help deliver this, Council seeks a delivery partner to provide the network infrastructure and connectivity services elements required. The scope of services required in this RFP is to source:
1. Network Infrastructure and Related Network Equipment:
- Supply of Fortinet network infrastructure (eg firewalls and switches) and related network equipment (eg WiFi access points) for progressive replacement of WCC’s Meraki-based networks where the IT or the OT network (or both) are present.
- Configuration services and associated detailed technical design services for WCC’s network infrastructure and equipment, to implement and operate WCC’s IT and OT networks.
- Maintenance, support, problem resolution and provision of spares for all WCC’s Fortinet infrastructure and equipment, including remote and on-site fault diagnosis and remedial services.
2. Network Connectivity and Operations:
- Site network connectivity to the internet.
- Network operation centre services.
- Integration of the Council-wide and city-wide WCC networks with WCC’s systems and services in AWS, Azure and a NZ data centre, and with the associated authentication and cyber security systems and operations.
Note that there are a further two RFP’s which have been/are intended to be released to support this project:
