Northland Dry Dock Project

The New Zealand Government is beginning the process to develop a dry dock (Dry Dock) and surrounding marine maintenance facilities (MMF) at Marsden Point, Northland (together the Dry Dock Project), subject to confirmation of certain consents and approvals to proceed.

The Ministry of Business, Innovation and Employment (through Kānoa – Regional Economic Development & Investment Unit) (MBIE) is seeking an infrastructure delivery partner (Delivery Partner) with the capacity, capability, experience, and project team to deliver the Dry Dock Project.

Accordingly, MBIE is seeking Registrations in response to this ROI to identify a shortlist of Respondents (Shortlisted Respondents) who will be invited to participate in a closed competitive Request for Proposal (RFP) process.

Following the RFP process MBIE intends to select one Respondent (the Selected Respondent) to work with MBIE under an early contractor involvement (ECI) model to develop key project requirements and costings, assist in the fast-track consenting process and provide other services, in order for a final investment decision to be made in relation to the Dry Dock Project.

Subject to a successful ECI phase and the final investment decision being made, MBIE then intends to enter into an infrastructure delivery agreement with the Selected Respondent for the delivery and potentially the operation and maintenance of the Dry Dock Project (Infrastructure Delivery Agreement).
