Oral Fluid Testing Equipment

The Land Transport (Drug Driving) Amendment Bill will enable the rollout of roadside drug screening regime that will allow New Zealand Police to screen drivers for the presence of specific drugs using an Oral Fluid Screening Device (OFSD). The purpose of this RFP is so the New Zealand Police can deliver and implement the new capability by procuring suitable Oral Fluid Testing Equipment (OFTE). New Zealand Police has no preference as to whether the OFSD it procures is an analogue or a digital device and therefore welcomes proposals from Respondents that offer either or both type of OFSDs. Scope of the Procurement

IN SCOPE
• Analogue / digital OFSD that, as a minimum, can detect the presence of the following drugs in cut-off thresholds as specified in the joint AS/NZS 4760:2019 Standard Appendix A, on-site screening test procedure, Table A1:
i. THC (Cannabinoids)
ii. Methamphetamine (as an amphetamine type substance)
iii. MDMA (or ‘ecstasy’, as an amphetamine type substance)
iv. Cocaine and metabolites
• Analogue / digital OFSD consumables
• Analogue / digital oral fluid OFSD accessories
• Specimen Containers for oral fluid taken for evidential laboratory testing

OUT OF SCOPE
• Laboratory testing services for presence of drugs.
• Controlled environment for the transport and / or warehousing of devices
• Transport of the OFT specimen to the laboratory
• Anything else not specifically identified as being in-scope
