Out-of-Area - Waste Transportation and Disposal

The DCC is seeking proposals from experienced and qualified operators with the capacity to transport and dispose of DCC waste on a long-term basis.

Disposal options must be to an existing, appropriately consented, landfill or by other means acceptable to the DCC (Out-of-Area Option).

DCC is seeking proposals because it wants to re-evaluate whether it is better to build a new landfill at Smooth Hill or use an Out-of-Area Option. Before making this decision, DCC wants accurate costs for the Out-of-Area Option. These costs will be compared against the cost of building a new landfill at Smooth Hill (either alone or in partnership with a commercial operator).

The re-evaluation process will be completed through the 2027-2037 long-term plan (LTP) process. That process will involve and be subject to public consultation in the early part of 2027. A decision on building Smooth Hill vs an Out-of-Area Option is expected before 1 July 2027.

If DCC decides on the Out-of-Area Option, the intention is also to select a preferred supplier from this RFP process by 1 July 2027.
