The purpose of this RFP is to seek proposals from suitably qualified suppliers to establish a Supplier Panel for ecological weed management services in our parks and reserves.
For both the short and longer term, the Council seeks to establish and build strong relationships with committed suppliers that have the experience and capabilities to consistently deliver the solutions on time, value for money, quality and provide reliable productivity.
The control of pest plant species and Council’s requirements for weed control is governed by Wellington City Council’s – Our Natural Capital Wellington’s Biodiversity Strategy and Action Plan, and subsequent documents.
Weed control is carried out to protect, enhance and restore existing ecosystems and habitats. Weeds targeted for control are based on ecological threat, control feasibility and community need.
The proposed Panel Agreement is supplied with this RFP document. The Panel Agreement is anticipated to commence in August 2023. The duration of the Panel will be for three years from commencement with the potential for two extensions of one year each up to a maximum of 5 years (3+1+1). The ongoing Proposed Contract is based on the Council’s Goods and Services Contract.
The Panel Agreement will not be based on a value of works or guaranteed volume of projects or firm timings and the number of suppliers selected for the panel will be at the sole discretion of Council.
The Council intends to engage the Panel of Suppliers by working and building committed relationships going forward.
The Council has an extensive programme of required works planned over the next five years with an estimated value of $3.5M. The Council will consider allocating work strategically to the Panel based on the supplier’s expertise, value-based solution, commitment and best value for money based on cost and methodology.
