Provision of Animal Control Services (Ref: 2023-011)

Wellington City Council (WCC) is seeking information, as market research activity, to understand the breadth of available providers in the market who are able to provide field services relating to animal control in Wellington City.
Information provided to us through this RFI will help to inform our strategy, requirements and potentially inform future sourcing activity (if any).

There are currently over 15,600 registered dogs living in Wellington City.
Wellington City Council (WCC), as a territorial authority, is responsible for animal management services and enforcing provisions pursuant to the Dog Control Act 1996, and the Wellington City Council Consolidated Bylaw (part 2 – animals). This also includes activities relating to other animals such as wandering stock or impounding other animals (including seized poultry and others).

To achieve this, WCC outsources the operations of its animal management function to an external supplier. This includes a team of Animal Management Officers, provided by the Supplier, based at the Wellington Animal Control Centre at Moa Point.
Note that the Moa Point site is owned by WCC and is only operated by the Supplier.
The contract with our current Supplier expires at the end of September 2023, and we are seeking to understand which suppliers in the market have suitable capacity, capability, and experience in animal control to inform our approach as the contract nears expiry.

• An overview of your experience in animal management services that you would leverage to achieve this; and
• Links to any additional resources that you believe may be useful.
