QLDC is one the largest Building Consent Authorities (BCA) in New Zealand in terms of building consents processed, building inspections undertaken and value of building work consented. To operate efficiently and meet statutory timeframes the BCA requires external contractors to assist with workloads when staff do not have the capacity. As such QLDC is seeking interest from suppliers who can provide one or more services that the BCA require. These include:
Processing Building Consents
• Currently QLDC BCA processes approximately 1690 building consents. Approximately 30% of those building consents are processed by external contractors.
Undertaking Building Inspections
• The QLDC BCA is on track to undertake approximately 18,000 building inspections in the 2024/25 year. Approximately 50% of those inspections are undertaken by external contractors.
Undertake Competency Assessments
• The BCA undertakes 25 competency assessments per annum for its technical staff. The BCA is looking for a provider to offer 2 tranches of competency assessments in April and September each year with 50% of the assessments undertaken in April and 50% in September.
Technical Training
• The regulations require the BCA to continually upskill its technical staff by way of offering technical training each year. The technical training budget is approximately $100,000 per annum. Respondents will provide evidence that it has the necessary expertise in a number of technical disciplines.
