Overview:
This procurement relates to the delivery of Quantity Surveyor services for delivery of seismic strengthening and refurbishment of the Wellington Central Library.

The Central Library building was closed in March 2019 due to structural concerns raised by Wellington City Council’s structural engineers, based on new guidelines for concrete buildings developed by the engineering community and the Ministry of Business Innovation and Employment (MBIE).
The long-term objective of the project is to deliver a seismic strengthened and refurbished library enabling a library service to meet the requirements of current and future generations.
Going forward, to ensure the successful delivery of a completed quality
reinstate/rebuild befitting our Central Library, a project team of professionals is to be assembled with quality, capacity, experience and track record that is deemed essential to achieve the required result and reduce risks associated with the project.
For phase two of the Central Library Project to commence on in July 2021, procurement of some consultants is being undertaken ahead of final funding approval. The ability to award contracts therefore will be subject to final approval of the Council, including the decision on funding.
There is some fluidity in the current programme.
While design work to the end of Preliminary Design has been pursued premised on a Base Isolation solution, the Council has asked the Project to undertake a further optioneering comparative study on whether a viscous damper solution can provide an equivalent building “High Resilience” solution for the Library.
It is acknowledged this creates a degree of uncertainty as to the programme timeline the Project is using. For the purpose of this procurement, assume a programme premised on continuing with a Base Isolation solution (as the currently approved solution pathway).
If an alternate design is ultimately selected, this will be addressed at the time through a contract variation based on the Schedule of Rates with the selected Project Manager.
