RFP: Technology Modernisation Programme - Core Housing Management Platform

Is looking for an organisation with demonstrable and recent experience providing an end-to-end technology solution which provides a unified system for managing all aspects of tenancy and property operations, including tenant intake, matching, placement, onboarding, rent and debt management, case management, complaints, transfers, terminations, inspections, compliance, responsive repairs, void maintenance, and asset lifecycle activities. As part of this RFP, we want to procure both the CHMP product and the implementor, which could be either of the following options:

• Platform vendor to provide the platform product and lead the implementation of that platform for us; or

• Platform vendor to provide the platform product and a third-party solution implementor who leads the implementation of that platform for us. Note that if this option is used, we expect that we will only be contracting with one party and the two organisations will need to nominate a lead party to contract with us for both the platform and implementation services.

This approach provides the strongest alignment to our investment objectives; modern systems that are cheaper to run and change, standardised processes, mature enabling capabilities, and trustworthy, timely data.
