Watercare is a financially independent Council Controlled Organisation. Financial Independence was effective from 1st July 2025. Economic regulation has been introduced simultaneously to oversee prudent use of funds, delivering to customer requirements.
Economic regulation is being introduced in two parts. An interim regime governed by the Watercare Charter Order 2025 and an enduring regime which is still to be defined and will be effective from 1st July 2028.
Watercare is seeking professional services support to help define and implement the following:
1. a future-fit operating model
2. a regulatory ready long term cost model
3. efficiency identification and implementation plan that meets the interim charter requirements
4. totex information that informs business case decisions and future operating costs.
The scope of work is structured into four interrelated workstreams. Respondents may tender for one or more components, depending on their areas of strength and capability.
Watercare is seeking a partner(s) to help deliver tangible results that will be accepted by the economic regulator.
