Request for Information - NGL Project

The Department of Internal Affairs is exploring systems that allow people to securely take and submit high-quality photos of their faces online for biometric checking purposes. In order to position ourselves to meet future threats and to provide a great online customer experience, we are interested in systems that can do one or more of:

• Prevent Fraud: By detecting and preventing attempts to submit non-genuine face biometric samples.
• Ensure Photo Quality: By checking that the photos meet international standards, like those used for passports.
• Verify identity in real-time: Via facial biometric matching of the submitted photos with existing records.
• Minimise Exceptions: Through a rigorous design which allows exceptions to be handled in a way that is positive for the customer and can be easily managed by our staff.

We are not requesting quotes or proposals, but we are seeking to understand “the what we need” and matters such as: what is available in the market, which suppliers are active in this area and how suppliers address the various challenges in this domain.
