This Request for Information (RFI) is being conducted in relation to the Government’s announcement to transition the light petrol vehicle fleet from paying fuel excise duty (FED) to road user charges (RUC). The Land Transport (Revenue) Amendment Bill has been introduced to Parliament to enable this.
The Ministry wants to understand where businesses see opportunities to offer new RUC payment platforms or other services.
The RFI seeks to understand:
• the readiness of third parties to offer services for light vehicles already in the RUC system by 2027, and for all vehicles in future
• the range of services that may become available for light vehicle owners and over what timeframe
• any additional barriers or areas where government might need to support third-party providers.
Responses to the RFI will inform decisions on next steps for the transition of the entire vehicle fleet from FED to RUC.
