Request for Information - Solar Farm at Rangiora WWTP

Waimakariri District Council (Council) is seeking a solar PV installation (Solar Farm) for the purpose of reducing the cost of its electricity supply. It has identified that Rangiora Wastewater Treatment Plant (WWTP) as a suitable location due to an appropriately sized land parcel and because the WWTP is itself one of Council’s significant electricity loads.

Council is at the stage of developing a business case and delivery plan for the Solar Farm. The purpose of this Request for Information (RFI) is to validate and refine Council’s understanding of Solar Farm cost and performance, and to confirm that there are parties capable of and interested in building, maintaining, and/or owning, the Solar Farm. This RFI requests certain information from prospective D&B contractors and other information from prospective PPA investors. Feedback from the RFI is expected to allow Council to engage more efficiently with the market in a subsequent tender process if Council approves a business case for the Solar Farm.
