Storage and Management of Onshore Reserve Diesel Stocks

This Request for Information (RFI) is for securing onshore reserve diesel stock for the New Zealand Government.

This initial non-binding RFI is being issued to gather preliminary information on opportunities for the Government to procure services to store and manage reserve diesel stocks within New Zealand from new and existing market participants. This follows Cabinet deciding that the Government will procure additional onshore storage of reserve diesel stocks of at least 70 million litres of diesel as part of the Government’s recently announced six-point plan to improve New Zealand’s fuel supply resilience and economic security.

The Government's separate tender process for the provision of offshore petroleum reserves to assist the Government in meeting its International Energy Agency treaty obligations continues and is unaffected by this RFI process.

Any future tender process to secure domestic reserve diesel stock will be informed by response to this RFI.

RFI responses will be required by 5pm 17th February 2023.
