Strategic Technology Enhancement Project (STEP) | Application Services

The New Zealand Qualifications Authority (NZQA) advises that the Advance Notice of Procurement for the Strategic Technology Enhancement Project (STEP) | Application Services (GETS RFx ID: 33494396), is extended to 30 May 2026.

This Advance Notice is also to provide update and additional information to the market.

Strategic Technology Enhancement Project (STEP) is a project to replace applications within NZQA. The project addresses critical risks posed by the aging electronic Qualifications Authority (eQA) platform, which underpins NZQA’s core services. The eQA system remains the technology backbone that supports NZQA in dispensing its responsibilities and delivering core services to the sector.

In summary, we need to procure the following application services:

i. Learner Records Management capability enabling us to manage:
• Learner Profile and Record of Achievement (Learner Master)
• Enrolment, Entry and Results Management

ii. Assessment Management capability enabling us to manage:
• Exam Centre Management
• Logistics Management
• Incident Management
• Assessment and Planning Management
• Response Management and Marking

iii. Specialist Workforce Management capability enabling us to manage the SWF lifecycle including:
• Resource planning
• Invite & manage applications
• Onboarding integration with our onboarding application and HR system
• Allocation to a resource group
• Monitoring training
• Making Claims and payments (integrating with our claims system)
• Offboarding

NZQA intends to publish the RFP document on 29 May 2026. The proposed opportunity will be advertised on the Government Electronic Tenders Service (GETS). Suppliers are encouraged to monitor GETS for the formal release and prepare internal resources accordingly.
