Strengthening Pacific Labour Mobility Technical Assistance package

The Ministry of Foreign Affairs and Trade (MFAT) are calling for Requests for Proposals for Technical Assistance under Phase III of the Strengthening Pacific Labour Mobility (SPLM) Programme, which supports Pacific countries to maximise the benefits of labour mobility through the Recognised Seasonal Employer (RSE) scheme. This is a single stage RFP.

This procurement will support Labour Mobility Units (LMUs) in three areas:

1. Policy and Process Support – Two full-time advisors will support LMUs in seven Pacific countries to strengthen planning, improve processes, and build communications and recruitment capability.
2. Pre-Departure Training – Develop and deliver refreshed training materials, including stakeholder engagement, content creation (with translation and printing), and training LMUs to deliver them.
3. Reintegration Support – Design and implement reintegration tools and data systems, with tailored support and training for each LMU.
