Supply Chain & Logistics for the Needle Exchange Programme
Health New Zealand | Te Whatu Ora is seeking proposals from qualified logistics and supply chain providers to deliver a national, end-to-end logistics solution for the Needle Exchange Programme (NEP). The NEP is a longstanding and evidence-based public health initiative that reduces the spread of blood-borne infections (such as HIV and hepatitis C) among People Who Inject Drugs (PWID), while promoting harm reduction and community wellbeing.

Through this procurement, Health NZ aims to appoint a single, accountable logistics provider to manage the full logistics lifecycle: warehousing, inventory management, kit assembly, data reporting, order fulfilment, distribution to over 200 sites nationwide, and the safe collection and disposal of used injecting equipment. The successful provider will act as the central logistics partner, coordinating closely with Health NZ, NEP service providers, PHARMAC, and approved equipment suppliers.

The NEP operates via a mixed delivery model, including dedicated exchange outlets, pharmacies, mobile outreach, clinics, and a national online store. Peer-led engagement is a critical feature of service delivery and supports equitable access, particularly for marginalised populations. Continuity, safety, and consistency across the national supply chain are essential to maintaining NEP effectiveness.

Respondents must demonstrate a strong track record in health or similar sector logistics, with capacity to deliver a scalable, reliable, and user-friendly service. Systems should be accessible to diverse provider types and adaptable to changing needs. We are seeking more than transactional logistics — the successful provider will reflect and reinforce the NEP’s values: equity, harm reduction, service accessibility, and trusted community relationships.

Key outcomes include: sustaining equitable access to free injecting equipment, maintaining peer-led and community-delivered models, enabling a seamless transition to a new logistics model, and delivering transparent, efficient, and future-fit logistics services. Innovation, risk management, and value for public investment are essential.
