North Taranaki Flood Forecasting Tools

Taranaki Regional Council (TRC) invites proposals from experienced providers for the development and implementation of flood forecasting tools for the Waitara, Waiwhakaiho, and Mangaone catchments in North Taranaki.

The successful supplier will deliver three calibrated and validated flood forecasting models integrated into a secure, cloud-hosted Operational Forecasting Platform (OFP). The solution will improve flood forecasting capability, enhance situational awareness, support emergency response decision-making, and increase warning lead times where possible.

The OFP will be required to automate the ingestion of observed and forecast data, including MetService forecast rainfall and gauge-corrected radar rainfall products. Expected functionality includes automated model execution, workflow scheduling, forecast visualisation, reporting, historical event replay, audit logging, user management, and separate testing environments.

TRC is seeking a supplier with a proven track record in flood forecasting, hydrological modelling, operational forecasting systems, cloud-hosted platforms, and system implementation. Experience delivering similar solutions for local government and providing ongoing support services will be advantageous.

The solution must support future enhancement, including additional catchments, forecast products, ensemble forecasting, and integration with wider emergency management platforms. Council intends to retain ownership of all Council-funded models, configurations, workflows, documentation, and custom developments, including the ability to operate, modify, extend, and migrate the solution in the future.

The successful supplier will also provide implementation services, training, documentation, handover, and ongoing support.

A supplier briefing session will be held via Microsoft Teams on 16 September 2026. Questions and proposal submissions must be lodged through GETS in accordance with the RFP requirements.
