Te Tai Tokerau Climate Adaptation Strategy: Implementation Actions - Professional Services Panel

This request for proposals (RFP) details the requirements set out by the Northland Regional Council (NRC) for the selection of a Panel of suppliers on behalf of all Councils in the region: Far North District Council (FNDC), Kaipara District Council (KDC), Whangarei District Council (WDC) and Northland Regional Council with reference to our Te Tai Tokerau Adaptation Strategy .The Te Tai Tokerau Adaptation Strategy (the Strategy) was drafted in a collaborative process by Climate Adaptation Te Tai Tokerau (CATT), a joint working group made up of staff from all four Northland councils, as well as tangata whenua representatives. A key objective for the group is to align local government climate adaptation policy, information and methodologies, and pursue collaborative opportunities to enable effective regional adaptation planning.

The strategy has since been endorsed by Northland’s Joint Climate Change Adaptation Committee and formally adopted by all four Councils (in the Region) at the end of April 2022.

One of the priority actions identified in the Strategy is the development of (Coastal) Community Adaptation Plans. Facilitated by District Councils and supported by NRC, each Council has now identified priority sites which are anticipated to commence in earnest during the latter part of 2022. For this we require professional services support across the sector to enable us in providing community adaptation plans.

The professional services sought, individual or combination, are but are not limited too:

• Technical: GIS, coastal engineering, policy implementation, vulnerability and risk assessment, cultural and social impact assessments, economic analysis, decision analysis (including MCDA, RDM, BCA etc.), local government planning, monitoring and evaluation
• Engagement Support: communications and engagement expertise, facilitation and coordination, Te Ao Māori, tikanga, and mātauranga
• Project management and financial management
