The New Zealand Ministry of Foreign Affairs and Trade (MFAT) is planning to contract technical design and advisory services to conduct a technoeconomic feasibility analysis and design report for solar PV generation and battery energy storage systems (BESS) in Vanuatu, on the islands of Efate and Tanna. The project outputs will inform the implementation and construction phase to follow, which aims to increase the use of renewable energy in Vanuatu, reducing greenhouse gas emissions and reliance on imported fuel. The duration of this phase of the project will be approximately 4 months, commencing in March 2024.
We acknowledge the breadth of disciplines this project requires, and welcome responses from consortiums or joint proposals.
The assessment should cover technical, economic, financial, commercial, and legal areas, including at a high level:
- Technical design: concept note review, least-cost design of solar PV generation and BESS requirements, cost estimates on network infrastructure upgrades
- Economic: analysis of feasibility, whole-of-life costs, impact analysis
- Transactional: advice on potential Public Private Partnership (PPP) for created assets.
