WDC Prequalification List - Information Notice - 19 April 2024

Council has noticed that some of the recent submissions for our tenders have had omissions or key information missing. This is particularly the case for tenders which have required the suppliers to have achieved civil works prequalification.

Council would like to remind suppliers that the use of the prequalification lists is intended to simplify the submission and evaluation process by not asking for information that has previously been assessed. This still means that suppliers may need to answer additional questions or provide more specific information.

In all cases, suppliers are required to complete the tender forms in Section 4 – 8 of the tender documents.

Some of the common omissions we are seeing is:
• Failure to complete and submit tender forms.
• Programmes that are non-compliant with the timeframes within tender documents (and have not been tagged as non-compliant)
• Failure to include additional non-price attribute information as required within the tender documents.
• Errors in summation within the Form of Tender

While Council can clarify some minor omitted information, partially completed submissions are likely to be looked upon less favourably by the evaluation team and run the risk of being excluded from consideration.

What does this mean for suppliers?

More than anything, this is a reminder, and Council is politely requesting suppliers to ensure that they are fully completing their submissions, including all tender forms to be filled out correctly and in their entirety.

For tenders that require it, the Prequalification Schedule is one of the required tender forms. All suppliers shall complete this form. This schedule provides a check list for any required additional information that is required over and above the Prequalification requirements.
Council would also ask that suppliers check their prices for arithmetic errors, to ensure any total stated on the form of tender is correct.

What about Tags?

Suppliers are more than welcome to include Tags and Clarifications within their tender submission, however, to ensure the evaluation process goes quickly and smoothly, we do ask that where possible questions are raised within the VendorPanel Q&A forum prior to tenders closing.

Council is aware that there is a revised NZS3910: 2023 version released. We currently have no timeline to adopt this version of the contract, however we will be looking into this in the future.
