Te Kaunihera o Te Tairāwhiti | Gisborne District Council is seeking experienced contractors to deliver the Waipaoa Stopbanks Improvements 2025/26, part of the wider Waipaoa Flood Control Scheme climate change resilience programme. This project involves raising and widening approximately 6 km of stopbanks and stabilising the Waipaoa Main Drain outlet, with 160,000 m³ of earthworks sourced from designated borrow areas. It aims to enhance flood protection, improve infrastructure resilience, and align with recently upgraded sections of the scheme. The works also provide opportunities for subcontracting across drainage, fencing, and environmental management, with a strong preference for engaging local businesses. We are seeking a lead contractor with the capability, capacity, and experience to deliver a complex flood protection upgrade under a Measure and Value contract.
Note to Tenderers – Planned Notices to Tenderers
Tenderers are advised that two Notices to Tenderers (NTTs) are currently planned as part of the tender process for Contract 25-30 Waipaoa Stopbanks Improvements 2025/26:
NTT #1 – Release of Contract Documents
Expected within approximately one week, this NTT will release the following key documents to support proposal preparation:
• Schedule of Prices
• Proposed GDC Conditions of Contract (based on NZS 3910:2013)
• Basis of Payment (BoP)
• Specifications
NTT #2 – Additional Scope Notification (Triple Culvert)
A second NTT is planned for release by mid-May and will cover additional scope relating to a renew and extension of a triple culvert located south of McMillan Road on State Highway 2, between chainages 33+698 and 33+731 (Refer to 25-30-SD-008-GDC-WAI-00-KaitaratahiBridge-1913MatawaiRoad-LongSections)
The existing culvert under the SH2 is owned by Waka Kotahi and is hydraulically connected to a stopbank and floodgate owned by the Council.
This scope will be included in the contract, and NTT #2 will provide the associated design documents, updated pricing schedule sections, and specification amendments. The release timing is dependent on completion of the design.
Tenderers are advised to allow for this addition to the contract scope in their planning and programming. Pricing information will be provided through NTT #2.
